Connection Timeout Accessing SmartAPI from Oracle Cloud

I am facing connection timeout issues when accessing SmartAPI from my Oracle Cloud VM.
-My VM has internet access and outgoing port 443 is open.
-Curl and telnet to apiconnect.angelone.in time out.
-Same SmartAPI code works fine from my local machine.
I suspect Oracle Cloud IP might be blocked.Could you please confirm if Oracle Cloud IPs are blocked or if IP whitelisting is required? Please advise on how to proceed.
