Websocket v2.0 issue while connecting to websocket

I get error "Handshake status 429 Too Many Requests" and websocket connection is closed down sometimes.While other times the websocket connection is working fine,give all the ticks .Why such an issue is being faced.Please help.Old websocket was really nice.Just can't understand why you rolled out v2.0.Also what is the correct format to close a websocket connection.
