String clientPublicIP = "10.21.13.45";
A temporary workaround for the moment -

I pulled in the latest dist smart-api.jar and able to connect to the broker this afternoon

@rishi Or better hardcode the IP. The IP resolution eats away another .5 - 1 sec of API execution.
