Static IP Required for Market Data API?

I have an Angel One trading account.

I want to use SmartAPI only for live NSE stock
and index market data.

I do not want to place trading orders.

The Create App page requires a Primary Static IP.

Is Static IP mandatory for market-data-only access?

My website is hosted on Render Free Plan.
